Rule 21A
<br> who can delegate authority
The Council of Ministers may delegate the following powers to the Secretary of the Council of Ministers out of the powers granted to it in accordance with this regulation. (a) Approving foreign visits of the Secretary of the Government of Nepal, special category officers or special category officers of the Nepal Army, Nepal Police, Armed Police Force, Nepal and National Investigations,
(b) Appointment and promotion of gazetted first class officers on the recommendation of the Public Service Commission and the Judicial Service Commission,
(c) Other matters deemed appropriate by the Council of Ministers.
(2) According to sub-rule (1), the Secretary of the Council of Ministers shall inform the Prime Minister from time to time regarding the decision related to the matter of delegation of authority.
(3) Council of Ministers except for the tasks mentioned in the Constitution and existing laws to be carried out by the Government of Nepal, the rules made under the Act, the formation order issued under the Development Committee Act, 2013 or the directives or procedures made under the Act or the rules, the related ministries or The agency can delegate the authority to make edits. However, there is a provision in the current law that the Government of Nepal can delegate authority, so there will be no hindrance to delegate the authority it has received by using the authority given by such an Act.
